The main objective of the workshop was to: introduce the project FLEGT to the Central region, present information on the processes of negotitation and the implementation of voluntary partnership agreements on the FLEGT program (referred to as the VPA/FLEGT) and the most important concerns on the FLEGT program to policy makers for the negotiation and implementation of FLEGT/VPA.
Opening speech at the conference was presented by Mr.Nguyen Van Dieu – Deputy Chairman of the Association of Science and Technology of Quang Nam. He said “Quang Nam province has much potential for forest resources and forest land. In the recent years, Quang Nam has understaken planning and shaping the economy of planting materials like glue, rubber, etc in mountainous districts not only to create jobs but to increase revenues for stable incomes for local people but also meet the needs of plant materials for the wood processing industry development”

Through the workshop Mr. Truong Hoai’s Project Management of FLEGT project provided delegates with information on the project in the central region. He also provided information on the Negotiating Agreement Procedure VPA/FLEGT between the EU and the government of Vietnam in the implementation of Foresty law enforcement program, forest management and forest products trade (FLEGT).

Participants disucessed and shared their opinions on “how they could contribute to the timplementaion of VPA/FLEGT and what are benefits of participating to this agreement”. Organizers divided the participants into 4 groups including: (1) groups of households’ afforestation and forest management, (2) wood processing facility, (3) the ranger agencies , (4) civil society organizations. FLEGT project integrated a number of comments in exchange of delegates as the follows:
Group management and reforestation of forest protection stated: "in the process of exploitation of plantations, timber companies will complete the applications of sale procedures on lumber between inhabitants of forest plantation and timber companies. Only contracts of sale agreement should sell timber from local plantations. However, no records can verify the origin of wood. This is a hard one for an afforestation when asked to prove the source of legitimate tapping wood "
Group processing facilities woodworking shared : “No district has a large wood processing business or sawmill where only annual machining facility offering civil rustic products for local people. A woodworking busiess has a number of difficult issues to be outlined: team district almost the base tools annual not licensed woodworking business. The Wood is purchased primarily from people so there are almost no records, proof of legal timber origin “so that when the market regulators and rangers check records or proof of origin, then the wood will be confiscated and workers will be fined”. Through this conference the facilities looked forward to the state management agency supporting, advice and guidance procedures ensring verification of the origin of the wood.
The opinions of the agency group rangers have about the same problems in stage of check transport timber plantation: lists of forest products were available but not for everyone. In particular the ethnic minorities in the mountainous areas. Therefore, when test papers in circulation then also check leists forest products also have to check the exploitation of new plantations to ensure accuracy should be difficult for officers to check. Several local large wooded area regions need confirmation of the origin of forest products of the many should exert pressure for local rangers to confirm the origion of forest products.
Some representatives of Civil society organization said: “as a bridge between the administration and the local population, to provide information for FLEGT project community must develop appropriate communication plan and organize awareness raising training for the staff and the ethnic minorities in the mountainous areas of the process of negotiation and implementation of FLEGT/VPA Agreement.

Based on the opinions of the delegates attending the workshop, FLEGT project will synthesize suggestions, comments, and send them to the Forestry to contribute to the draft of the negotiating process and FLEGT VPA agreeements between the European Union (EU) and the Vietnamese government by October 2014.
