This activity is part of a series of workshops aimed at gathering further information from community groups who depends on the forest and wood processing facility in 04 provinces of Quang Binh, Quang Tri, Thua Thien Hue and Quang Nam.
The objective of the consultation workshop are to (i) provide the information related to the process of negotiations and implementation of VPA/FLEGT agreement, as well as the benefits of participation in this process, (ii) creating common voice between local authorities, forest based community and wood processing facilities to record and find solutions to difficult problems in process of making procedures to prove the origin of legal timber (LD). In addition, the information collected will serve as a basis for improving the system to ensure the legality of the wood (TLAS).
Consultation workshop had more than 30 representatives from different forestation groups, forest protection and management groups, timber processing facilities and related agencies in Huong Giang commune.

Opening remarks at the workshop consultations, Mr. Nguyen Minh Luan-Vice chairman of Huong Giang CPC provided an overview of basic issues involved in the negotiations and implementation of the Agreement VPA/FLEGT, such as: FLEGT action programme are completely new for officers and local people, many complex paperwork on determine the origin of legal timber, the lives of forest dependent inhabitants is still difficult, wood processing facilities depend on raw materials from natural forests that have yet to pay attention to the material from timber of plantation forest.

Throughout the workshop, a lot of information was presented at a positive direction for the process for VPA/FLEGT. Such as more than 95% of people have a red book and 100% wood-processing establishments have a business license. Local governments create favorable conditions for the people to do these procedures when logging needs. However, the plantation often sell the wood for the investment and trade and the making of records of the procedures for the investment and trade should the people have not kept records as to sell wood and wood products. This is one of the potential issues when records and procedures have to prove legal source timber.
Besides, the communities who depend on the forest, the local government has also given the difficulties and obstacles such as the people developed plantations in a spontaneous, with no specific plan. Exploiting plantation forest is difficult because don't have road to transport inputs and outputs; people often been products price constrain by traders, and area is subject to typhoons and floods. As a result, villagers often have to sell timber at a low price after the disaster passes.
A vast majority of woodworking facility groups are small. They do not have properly implemented guidelines to protect the environment, to prevent fires, or provide safety and insurance for employees.
After the information was collected from the forest based community, wood processing facility, and Huong Giang commune's authority, the consutant group and project management board reported results and received feedback through consultation with Nam Dong DPC.

Based on the opinions of the delegates attending the workshop consultations, FLEGT Project-Central region is responsible for synthesizing and completing comments aimed to contribute to the content system to ensure the legality of the wood (TLAS) in the negotiation and implementation of VPa/FLEGT. This is scheduled to be concluded and carried out from April 10, 2014./.
