The Government of Vietnam and the European Union (EU) began to conduct negotiations for the signing of the voluntary partnership agreements on forest law enforcement, governance and trade (VPA/FLEGT) since the end of 2010 to ensure wood and wood products exports from Vietnam to the EU Member States have legal backgrounds. The agreement is expected to be signed and implemented by the end of 2015. Accordingly, after the agreement takes effect, Vietnam pledges to apply the system to ensure the legality of the wood (TLAS) when exporting wood and wood products into the EU market.
Overview of the seminar
Mr. Hoai Nhan – Project director opened the workshop. He shared some project activities implemented during the period from April-September/1024: roundtable workshop on EU FLEGT action programme; Action research on the impacts of illegal logging for long-term livelihoods of forest dependent communities; and community consultation to suggestions for the report draft relating to the definition of legal timber (LD) and the system ensure the legality of the timber on the 04 of Quang Binh , Quang Tri, Thua Thien Hue and Quang Nam provinces.

The objective of the workshop aims to: (1) share the field investigation results have been accomplished through activities such as round-table conferences, consultation and action research; (2) collect opinions, perspectives of forest dependent communities, enterprises, wood-processing facilities and other related agencies in 04 the project to edit and add additional information to the report draft , and (3) consolidated the issues and content should provide and suggestions for the draft served the negotiation and implementation of VPA/FLEGT agreement.
The seminar drew the participation of over 35 delegates from civil society organizations, wood processing facilities, forest dependent community groups, and other relevant agencies of the 4 project provinces and special representatives of central agencies, such as Forest protection department, administration of forestry and the members of VNGO-FLEGT network. In addition, the workshop was attended by a central mass media agency who reported on the workshop.
At the workshop, project advisory groups from the Faculty of forestry, Hue University of agriculture and forestry and Consultative and Research Centre for Natural Resource Management (CORENARM) reported on some of the results of research and community consultation at local, in particular gave the situations, difficulties/challenges and solutions for each topic related to land use rights certificates and land use; the production of growers; production activities of the household wood-processing; and the situation of illegal logging in the locality during the last year.

Through workshops, forest dependent community groups, wood processing facility, CSOs and related agencies contributed to the comments on the issues related to FLEGT and the potential impact of VPA/FLEGT to the livelihoods of households. At the same time, participants shared a number of suggestions aimed at improving consistency, to supplement the information in draft reports for VPA/FLEGT negotiation process in order to limit the effects of the process for the stakeholders as well as the ability to adapt and take advantage of growth opportunities when the agreement was concluded and implemented.

During the end of the workshop the advisor group synthesized comments, discussed the results of a number of content- related solutions and recommendations in order to increase the ability to meet the and in particular the suggestions to supplement and improve the draft report for VPA /FLEGT negotiation process to be submitted to the Vietnam Administration of Forestry in December 2014.
