One of the strategies of the European Union (EU) noticed in the FLEGT program was to support activities improving the livelihoods of communities who depend on forests and reducing illegal logging, increasing the efficiency of forest management at the local level. However, the statement of forest governance in Vietnam, especially in the central region is very limited, local people lack of the technichs and strategy for economic construction and development from forest resources and forest land.
To improve and enhance the capacity of forest-dependent communities, Project FLEGT in Central Region in collaboration with Consultative and Research Center on Natural Resources Management(CORENARM) and Forest Protection Department in Thua Thien Hue Province conducted a pilot model “Sustainable forest Management( SFM)" basing on community in Hong Bac commune, A Luoi District - Thua Thien Hue Province.
With the support of Hong Bac local authorities and Forest Protection Department in Aluoi district, on 08/01/2015, Project FLEGT - Central Region in collaboration with CORENARM organized a planning workshop "Building community-based model of Sustainable Forest Management" which supported community conducting the community-based forest protection and management plans, operation regulations and livelihoods development plans basing on forest resource with the participation of more than 15 key members of the two forest- dependent communities in Tan Hoi village, Hong Bac commune.
There are 100% of Paco People in forest Protection Group in Tan Hoi village, Hong Bac commune and their income partly was from forest and agricultural production. In 2011, People’s Committee of A Luoi District and People Committee of Hong Bac commune and Forest Protection Unit of A Luoi district allocated to communities in Tan Hoi village managing and protecting more than 157 hectares of forest, but the majority of the allocated area allocated were poor. With the support of local authorities and Forest protection Unit of Aluoi District, the group formed management board with 29 households and splitting into two working groups patrolling and protecting the forest. According to a preliminary assessment of Forest Protection Unit of Aluoi, Tan Hoi village’s communities did better forest protection and management, and the group members were aware of the benefits from forest. There need to have technical supports, guidance and operation methodology of functional agencies to help people well maintain the forest patrol, protection and livelihood development as well.
The objectives of the activity were to: (1) Provide information about the rights, obligations and responsibilities of forest-dependent communities and address invasive cases, illegal logging in the allocated forest; (2) Provide information, guideline for designing and implementing forest protection and management plans, constructing management regulations for forest protection, establishing community-based forest protection fund (3)Providing skills and knowledge for the protection, management, construction and enrichment of natural forest and (4)Support people through the models of livelihoods development(cultivation, animal husbandry, agro forestry).

Speaking at the meeting, Dr Tran Nam Thang -CORENARM introduced the purposes and significances of model during the phase 1(2014-2017): unify mechanism of implementation and coordination between the stakeholders; model selection on criteria; conduct field surveys at local level; do social-economic survey in order to determine the need; form regulations and operational plans for the model; building forest management and protection plans; capacity building; building community livelihood patterns; the sustainability of the model (PES, REDD +, Ecotourism, ...) and share lessons learned about effective forest governance, ... and plan to maintain the livelihood activities after ending the project.
Through the activity of building sustainable forest management plan, Mr. Tran Dinh Thien – Deputy Head of Forest protection unit in Aluoi district introduced the purposes, contents, methods and supported community making the yearly and 5-year forest protection and management plans, also unify and the allocated-forest boundary on maps, split lots and purpose of each area.

Beside the purpose of improving effectiveness for sustainable forest protection and management, Project FLEGT - The Central Region also supports the community to develop livelihoods through forest development and protection funds. To manage funds efficiently and sustainably, support livelihood development for the community, Mr. Nguyen Van Hoang - CORENARM introduced the methodology of fund formation, management, usages and another community rules.

At the end of working day, two community groups built up annual and five-year management and protection plans, fund management and usages rules. The plan and regulations will be approval of by the communal and district authorities and inform the community about implementation plan in the near future.
