A study tour on climate change adaptation models in central Vietnam
From 16th to April 20th 2015, Climate Change Central Network(CCN) organized a significant study tour for network members. This was one of the activities within the framework of cooperation between Plan International in Vietnam and Centre for Rural Development in Central Vietnam (CRD) - Coordinating Organization

From the first moment of the tour, every team member was so happy, excited and expected to learn many interesting and useful things from the tour. Those were reflected in the introductory sentences and first expectations of tour participants. The tours did not disappoint all members’s expectations, although all participants were under the pressure of time.

Departing from Hue city, we passed over the journey of nearly 200 km and stopped in Dai Lanh, Dai Loc District, Quang Nam Province. Here, all members had an opportunity to meet, hear experiences in the implementation process of the project "Intergrate people living with a disability into community-based disaster risk management." The purpose of this project is to improve capacity on disaster risk management for communities suffered by floods in Quang Nam province, in  which we focuses on the needs of disabilities and their relatives through their effective participation. Within a short-time, local people shared many typical stories and good methods of implementation

Leaving Dai Lanh with emotion gained from the typical story of disability people of the project, the driver carefully controlled the car and drove the passengers through zigzag and narrow paths, crossed Truong Sơn mountains, many  passes and slopes to reach Tay Giang located in the western Quang Nam bordering with Laos. All members had a nice sleep in Prao Town, which is located on impressive Trương Sơn Mountain.
On the second day, we worked at  Bhalee commune, Tay Giang district. Our members were divided into three small groups to visit the models, various activities in A Tep 2 the village at the same time, including: (1) Model of forest land allocation; (2) Model of local rattans; and (3) model of using firewood saving and less smoke stoves.
FLA –concerned group contacted with district and commune officials and people directly involving in the project and "seeing is believing" about the results that the people and projects did achieved. It is known that this is the first pilot model of FLA in Tay Giang district that people did study, measure and record of information. The steps such as: making standard plot, assessing forest reserves, using GPS ... have been skeptical but the results are current truly effective.

Also in the village A Tep 2, members of the second group visited the model of "Planting local rattan under canopy." They met the interest group and saw the nursery garden with green and healthy tree. This model has a significancy in maintaining and developing the local seed resource for rattan production. Besides, this model also contributes to climate change mitigation in the context of the exhausted forest resource. Specifically, planting under canopy  will help protect the soil surface, prevent erosion, develop the vegetational cover, holding soil humus, enrich forest  and increase carbon sinks, ...

The members of the group 3 visited the model of using of less smoke and firewood saving stoves. Unlike the other two above groups, this group was welcomed Kotu women. It was shared about the effectiveness of communication campaigns encouraging Bhalee women  to use and change the habit of using traditional stoves by replacing firewood saving stoves. This model heped women save firewood and reduce the time of firewood collecting. Sister Avo Thi Be - Chairman of A Tep 2 ‘s women union, Bhalee commune shared "cooking with the improved stoves reduced about 60% of firewood, instead of using 10 chips of wood to cook a rice pot as before now she can cook the same one with only 4-5 chips of wood. This was a very practical activities and fit for the locals so the Bhalee women highly appreciated to use it, from 50 stoves funded by the project, up to now there are 604 ones.

It was a particularly successful .Saying goodbye to Co Tu ethnic people and leaving Tay Giang mountainous area, our team was down to the lowland with so many valuable lessons. According to schedule, the third day we visited Duy Tan commune, Duy Xuyen district, Quang Nam province with eager spirit and desire to acquire more experience there. Two models which we visited were "Planting leaf-using vegetables at the wrong time adapt to climate change" and the "Keeping safety chickens adapt to climate change" financed by the Organization Save The Children and technical supported by  Centre for Rural Development in Central Vietnam (CRD). Although the early summer sunshine was buning, it didnot diminish the learning spirit of the members.
In the context of climate change, the agricultural production will be affected heavily so there need appropriate interventions to support people to limit these impacts. Therefore, the project chose solution to help people adapt to climate change in the agricultural activities. Two models in Duy Tan visited beside the significant of extreme climate adaptation like burning sunshine, cold wearther, unfavorable weather conditions, it also had the great meaning in economic terms especially for the poor people.

In the afternoon, we met and talked to all households who applied the model:  "Application of water saving irrigation system to grow elephant grass feeding cow adapt to climate change" in Pho An, Duc Pho Quang Ngai Province. This model was part of Institute of Resources and Environmetn's research projects, University of Hue. This irrigation system helped to save water, reduced the time and effort of people and the locals had time to do other work in oder to increase their income. Beside being  tolerant to drought, burning sun, this model was also a method that the government considered to apply the grass seed- Varisme 6 (VA06- a cross-bred grass seed between wolf-tale grassl of America , is considered as the "king of grass") on arid area to develop cow feeding. It is possible to replicate this model in another areas having the same natural conditions.

The participants felt even more and more excited instead of being tired because of the long trip. They were keen on discovering and exploring new things, learnt many experiences for their organization’s activities and CCN’s activities in the future. Many questions, problems were discussed and exchanged while moving on the road.
On the last day of the schedule, we worked in Binh Dinh and Phu Yen which impressed the participant the most. In Binh Dinh Province, the staffs of the German Red Cross and the Red Cross in Binh Dinh shared with us about the model "Disaster Risk Management basing on community." This project was implemented in a very formal method. Programs and content working in Binh Dinh  is not  as attractive as  in Phu Yen where our group worked  with Pharmaceutical Production and Research Centre in the Central. Model "Producing medicinal plants - converting arable land into cultivating drought- tolerant medicinal plants". It was shown a tightly coordination between 4 patners (agriculture workers - entrepreneurs - scientists and government) in the context of market-oriented production and adapt to climate change. It flashed many interesting ideas on group members because of the two models in Binh Dinh and Phu Yên.

Back to the objective of the tour, the members learnt a lot of good and useful experiences from programs / projects on adaptation and mitigation of climate change and disaster risk management in Central. It was accessed to be 100% of the study tour’s target  by the tour members. All member gained a lot of information, learned many experiences from climate change adaptation and disaster risk management models...Beside those great results, the organizer also received a number of comments to further improve operational efficiency for study tour and other activities of the network in the future. Apart from the learned things in the field, the information gathered from the tour was collected and documented and shared with the other members inside and outside network.
In the coming time, we hope that CCN will organize more activities to link and mobilize resources in order to contribute to vulnerability reduction and enhance resilience of communities against impact of natural disasters and climate change in the central. /.
